With its twin aluminum hotdog tanks, the All Power America APC4028 Twin Tank Compressor is lighter than other compressors with the same tank sizes. Compared to their steel counterparts, the aluminum tanks are 26 pounds lighter. These are horizontally oriented and are separated from the compressor and motor by a tubular frame that also serves as the carrying handle.

The motor of the APC4028 has a continuous capacity of 2.5 horsepower, although it can peak at 3.5. In order to protect it from damage due to overheating, a thermal protector is built into it that automatically shuts the machine if it senses excessively high temperatures. Conversely, if temperatures have sufficiently decreased, it also automatically restarts the motor.

The air pump is oil-lubricated which results in traces of oil in the tanks and air passages thus preventing rust. This also leads to a lower operating temperature and less noise as the heat and sound are absorbed by the oil. Also, friction among the moving parts is minimized, which results in a longer service life for the pump.

An internally located pressure switch regulates the running of the pump. It has a kick-out pressure of 115 PSI and a kick-in of 80 PSI.

Up to 5 gallons of compressed air are stored in the tanks. At this capacity, kick-in is minimized. Air is drawn from the tanks via the two quick-connect outlets on the panel board that is mounted on the frame and carrying handle. Below them is an air pressure regulator that controls the outflow of air. It is flanked by two gauges, with one measuring the pressure of outgoing air and the other monitoring that of the remaining air in the tanks. Airflow at 90 PSI is rated at 4.2 CFM, which is what most pneumatic tools require. At 40 PSI, this increases to 5.2 CFM. An accessible moisture release valve is at the bottom of the lower tank to help prevent rusting.
